Teaching Excellence Framework

The Higher Education Green Paper Fulfilling Our Potential: Teaching Excellence, Social Mobility and Student Choice, is a consultation document that outlines a new Teaching Excellence Framework (TEF).

The Government will be introducing major changes to the current structure of the higher education (HE) sector. At present, research largely dictates the prestige of HE institutions – with elite, Russell Group members outperforming and outranking newer universities.

The Government seeks to place greater emphasis on social mobility and prioritise the needs of students over the interests of academics.

Hefce (Higher Education Funding Council for England) and Offa (Office for Fair Access) will be replaced by a new Office for Students, with the appointment of a Director of Students. Under TEF, all HEIs will be required to publish detailed information about application, offer and progression rates broken down by gender, ethnicity and disadvantage.
